The Governor’s Minority Student College Preparation Program (GMSCPP) was created in 1986 to address the underrepresentation of African Americans in postsecondary education. The non-competitive grants are awarded by CPE to the eight universities, as well as the KCTCS institutions, to implement programs that provide academic enrichment activities, present the value and benefits of postsecondary education, and helps to prepare students to be successful in college-level courses and to persist to graduation. The Council provides oversight of the program; institutional programs are reviewed annually and reported to the Council’s Committee on Equal Opportunities.
